Capacity Development
In 2005-2007, the G-rap Institutional Capacity Building programme worked
with RAOs on two levels:
-
organisational development (OD), which looks inside organisations;
-
institutional development (ID) which sought to promote collaborative
relations between RAOs.
The engendering process in G-RAP is an example of the latter.
Over the period September 2005 – December 2007, G-RAP’s ICB
programme worked with 16 RAOs on OD issues while in total 19 RAOs were
engaged in ID activities to a greater or lesser extent. All 19 RAOs
completed an organisation development self-assessment which enabled each
RAO to determine whether it would benefit from a full OD Assessment by an
external facilitator.
While the programme was overviewed by an OD/ID practitioner, G-RAP
outsourced OD implementation to various OD practitioners, e.g. to
development organisations who had OD expertise
(IBIS
and
SNV),
as well as to individual experts. The RAOs themselves determined who they
wished to work with.
While it is too early to determine the impact of the ICB programme,
activities, outputs and outcomes were high. A comprehensive Evaluation of
